Sounds like the option to enable EIT scans is doing so while you're tuning an analog channel.

The 3000 is the same as the 5500. You can use the audio function to record the audio from analog TV from the RF input. Which isn't all that useful now that the digital change over has happened.

Probably the 1Y1 and 2Y1 pins are connected to the Conexant DACs, but I haven't checked that.

As a budding electrical engineer, this is making me confused as to if it's possible to actually get audio through DMA when using the S-Video & analog audio jack on this card.

You could be using the wrong channels, cable vs OTA. Also if there is an analog station being broadcast on channel 8, then the digital version is not boadcast on the same channel! It may show up as ...

I don't know of any multi-standard demod that can handle both ATSC and DVB. There are multi-standard analog tuners that can do NTSC/PAL/SECAM.

It has nothing to do with the card, that's just how analog tv is. Try a deinterlacing filter, like yadif. tvtime also has a bunch of de-interlacing filters.
