ATSC / MPEG tool recommendations?

Can anyone recommend tools (for Linux, of course!) that can do the following?

1) Strip all but one subchannel from the ATSC files saved bt getatsc (no point saving both the HD and SD version of a program if my local station is broadcasting both on the same channel)

2) slice-and-dice saved ATSC files (e.g. take out commercials) and re-encode into other formats, such as SVCD or DVD compliant MPEGs.

Transcode should be able to handle both of those items.
