System doesn't turn on after putting 5500 in

Hey all,
I just bought a 5500, put it in a free pci slot, and when I turn my system on, nothing happens - no beep or anything. I take it out, and the system boots up just fine, including a single beep within the first 2 seconds. I've switched it around to different pci slots, moved the video card around, etc. and nothing seems to work.
if I remove the vid card, leaving just the 5500, I get two beeps, but I don't hear it go through the bootup process.
I checked through the BIOS, and I don't see any PCI settings that would affect the card. No jumpers that would change anything either.

Configuration:
Mobo: ECS NForce-3, Athlon64 2600+
512MB pc3200
4x500gb disks
1x PCI Rage128 32mb card (SAME happens with an AIW128)
I would've used an AGP gfx card, but this is a server with PCI risers in it, so I'm limited to pci cards...

Interesting. I just pulled the mobo part way out of the case and slapped the 5500 and an agp card in it, and it works fine. Looks like there might be an IRQ conflict between my ati card and the 5500? Any ideas what might be going on, anyone?
