What might cause something like this?

root@obsidian jim]# dtvscan -fm -o channels.atsc
dtvscan ver 1.0.3 - by Jack Kelliher (c) 2002,2005,2006
Attempting to open /dev/dtv
/dev/dvb/adapter0/frontend0: Device or resource busy
failed opening any device
[root@obsidian jim]#

I'm getting a similar problem:

pvr.rdc.lan:~ 1$dtvscan
dtvscan ver 1.0.4 - by Jack Kelliher (c) 2002,2005,2006
Attempting to open /dev/dtv
Opened FE:/dev/dvb/adapter0/frontend0 3
Opened DMX:/dev/dvb/adapter0/demux0 4
/dev/dvb/adapter0/dvr0: Device or resource busy
failed opening any device

Permissions on adapter0:

pvr.rdc.lan:~ 4$ls -alh /dev/dvb/adapter0/
total 0
drwxr-xr-x 2 root root 120 Aug 11 07:23 ./
drwxr-xr-x 3 root root 60 Aug 11 07:23 ../
crw-rw-rw- 1 root root 212, 4 Aug 11 07:23 demux0
crw-rw-rw- 1 clouse users 212, 5 Aug 11 07:23 dvr0
crw-rw-rw- 1 root root 212, 3 Aug 11 07:23 frontend0
crw-rw-rw- 1 root root 212, 7 Aug 11 07:23 net0

So, I can read & write, why is it busy? Same thing happens when I'm root too.

Something else has the device open.

If by chance, you are running mythbackend, you need to shut it down before you try dtvscan. Also, I have also had to to "rmmod cx88_dvb" and "modprobe cx88_dvb" occaisionally after shutting down mythbackend before dtvscan or dtvsignal could access the card. (Not sure why, shouldn't have too, but YMMV!)
