I'm not sure where to post this, but I was wondering if there was a return policy for the pcHDTV cards.
I don't want to get a card and then find out that it doesn't work in my area.

You should check out antennaweb to see if you have signal availble in your area first. I'm not sure pcHDTV will take a return simply because you bought it before you knwe if htere was signal in your area.
They are very good at swapping out a potentially bad board to get your system running.
